When no access control lists (ACLs) are bound to the listeners of an SLB instance, all requests are distributed to backend servers.
ACLs can be used to control access to backend servers. This feature acts like a firewall. After you bind ACLs to listeners and add ACL rules, only requests allowed by the ACL rules are distributed to backend servers. You can modify ACL rules at any time. The changes will be automatically applied to all listeners that use the ACL rules. For more information, see Access control.
